Legal background
According to Article 2, Para. 6 of the German Food and Feed Code, hygiene products are consumer articles. Where premoistened hygiene products, such as pre-moistened toilet paper or refreshing tissues, are concerned, the soaking lotion is a cosmetic product which is subject to the German Cosmetic Decree. Its components must be indicated on the packaging. Only those products may be marketed which represent no health hazard. The Federal Institute for Risk Assessment (Bundesinstitut Risikobewertung (BfR)) has developed criteria for the evaluation of intimate hygiene products and hygiene tissues. They include raw materials, cleanliness, and many other aspects.

Microbiology
The microbiological examination of hygiene papers is carried out mainly because of two reasons: On the one hand, evidence will be provided of an antimicrobial effect of a product, on the other, the microbiological status of the product is investigated for the consumer's health protection.
